I'm getting asked to enter the three security questions on my iPhone, iPad, and laptop. All three are generating errors: "cannot connect to itunes store" or "your request is temporarily unable to be processed". Seems this security update has some bug that is completely preventing my ability to use the app store.

That appears to be an Apple issue. Go into the Settings app and under the iTunes store settings, and temporary toggle ON both auto updates for apps and updates. Go back to the iOS App Store and then try redownloading all of your app updates one at a time. They all should download and install now.
