iirc, no. the map generation algorithm specifically makes sure these resources are not available within the "Starting Area" of the map - the slider in the map gen settings. Edit: well, in order to make it close to the starting area, make the starting area smaller /shrug. -2.

First time factorio player looking for a seed with coal, iron, copper and stone all nearby, crued oil and uranium good but not required. Enemys should be weaker, but defences should still be necessary. try playing with the frequencies of ores and the starting area. this will often help without having a special seed.
