If you play with it, it will eventually catch and run indefinitely. I tried a known good switch I had and got the same result. Often a 318 will get too flooded to restart hot -- this is due to the engine heat soaking into the carburetor when the engine first stops (and there is no air flow from the engine flywheel blower...) This heat expands the cool gas that was just delivered into the float chamber and forces some up and into the manifold, causing the flooding.

It looks like your jumper to 12 volts is done correctly -- so if the other terminal of the coil is getting switched up and down it should provide spark. The primary coil reading should be between 3.7 ohms and 4.6 ohms while the secondary (spark plug side) should be between 34.2 k-ohms and 41.6 k-ohms. If the resistance values you measure are outside of these ranges, you need to replace the coil. I'm having the same type of problem on a 318 with the P218G engine.
